Japan Airlines deploys autonomous towing tractor at Fukuoka Airport

Industry news ·

Japan Airlines (JAL), in collaboration with Fukuoka International Airport Co., Ltd. (FIAC), has announced that Level 4 autonomous operations – fully driverless transport under specified operational conditions – for towing tractors will commence at Fukuoka Airport on October 26, 2026.

With this deployment, Fukuoka becomes the third airport to introduce Level 4 autonomous driving within JAL’s domestic network, following simultaneous launches at Tokyo International (Haneda) and Narita International airports in December 2025.

By expanding advanced automation beyond the Tokyo metropolitan area to Fukuoka, a major regional aviation hub, JAL is accelerating efforts to address nationwide ground handling labor shortages and modernise airport operations.

Background and objective

Under the “Autonomous Driving Committee” initiative led by the Civil Aviation Bureau of the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), JAL has actively introduced advanced technologies since 2018.

Implementing Level 4 autonomous transport in restricted airport ramp areas – where aircraft, specialised vehicles, and ground personnel coexist – delivers the following core benefits:

● Addressing workforce shortages: Offsets labor constraints stemming from Japan’s declining working-age population by automating routine airside logistics. ● Reducing environmental impact: Leverages zero-emission electric vehicles (EVs) to lower carbon emissions and foster sustainable airport operations. ● Enhancing ramp safety: Minimises human-error risks in high-traffic ramp environments to ensure consistent, high-quality operational performance.

Key operational scope at Fukuoka Airport At Fukuoka Airport, where domestic and international air travel demand continues to grow rapidly, JAL and FIAC have established joint operational rules and airside infrastructure enhancements to enable fully driverless transport.

● Operational Scope: Cargo container transport ● Operating Route: Between Domestic Cargo Terminal and GSE Holding Area (Approx. 1.7 km)

Building sustainable airport infrastructure nationwide Building on the momentum of these initial deployments, JAL aims to progressively expand autonomous vehicle fleet sizes, operating routes, and coverage areas across Japan.

By combining autonomous towing tractors with other advanced solutions – such as remote-controlled aircraft tugs, automated aircraft washing equipment, and single-operator snowplows – JAL remains committed to creating a safer, highly efficient, and sustainable airport ecosystem.

Furthermore, with support from MLIT, JAL will reinforce cross-industry collaboration – including coordination with All Nippon Airways (ANA) as it considers similar adoptions – to drive productivity and establish scalable, future-ready infrastructure for airports nationwide.
